Rec 2 West State

I know in the past years Rec 2 has been just single elimination with the consolation bracket and such. And as for last year in Williston did they do a double elim tourney since there was only 12 teams, anybody know??? So my question is if there are only 21 teams in the Rec 2 west signed up why can't there be a double elim tourney this year?? Rec 2 East has like 40 teams, they will have a 2 day tourney, the West could be done in 1 day. I thought they did a double elim last year in Williston but I could be wrong. Just curious as to any reason why the West couldn't be double elim this year.

Here's what it says in the NDASA Code/Rules Guide:
3.1 Men's Slow Pitch
a) All Slow Pitch Class Rec II, III, and IV State Tournaments are two-day tournaments with a 3-game guarantee.
b) State tournaments will employ two (2) umpires in Open, B, C & D. One umpire will be used in non-advancing tournaments except in the championship game.
c) The Rec II, III, and IV divisions will be split into Eastern and Western State Tournaments.

I understand those rules, but those rules really don't say anything about having a double elimination tourney since there are only so many teams. D and Rec 1 have double elim and there are more teams entered than rec 2 west
