Team uniform rule

I was looking to get some clarification on the team uniform rule. So a rec level and league only roster has to have at least matching tops/shirts? I play part time on a Monday roster and full time on a Wednesday and Friday league. Every team I played against on Monday and Wednesday had at least matching tops but the Friday league maybe half of the teams did. This made it tough with those teams on Friday whether the team had rostered players there or not? I'm curious to know whether this rule will be enforced this summer or brushed to the side and who enforces this rule?
